Commission Adopts New Claiming Rule

At its regular meeting on October 8, 2009 the Washington Horse Racing Commission adopted a new Claiming rule based on the California optional claiming provision. The new rule, WAC 260-60-405 permits an owner who has laid a horse off and not raced for a minimum of one hundred and eighty days to enter that horse as ineligible to be claimed. This new rule requires the following:

The horse to be laid off from racing for a minimum of 180 days;
When entered the horse must be entered in a race for a claiming price equal to or greater than the price at which the horse last started;
At the time of entry, the trainer must declare the horse ineligible to be claimed. A trainer who fails to declare a horse ineligible for claiming at the time of entry cannot later change the designation; and
This option only applies to the first start following each layoff.

The new rule will become effective on November 9, 2009 and will apply to live racing anticipated to begin again in April 2010.
